All the Thai ATMs charge a commission fee of 200-250 THB for a transaction regardless the withdrawn sum. You should also remember about the exchange rate difference and commission fee of your bank.

For obtaining some types of visas which allow you to work in Thailand or stay in the country for a long period of time, you need a bank statement from the Thai bank.
Each bank has its own requirements for opening a bank account for foreigners (you can learn about them at the bank website or office). The main requirements are having a visa for the period of no less than 30 days (in some banks - for a year) and documents confirming your place of residence in Thailand. If you are planning to open a bank account by yourselves, you have to go to the Immigration Service and get a residentship certificate which will state the purpose of its issue. You will also have to get a rental agreement from your landlord. The bank will ask you to explain the reason for opening a bank account, to provide the documents and to fill in the papers.
